The blue spring goes in the fuel pressure regulator on the side of the secondary fuel filter (small filter by the oil filter). It improves the fuel pressure to around 60-70 psi. The orginal spring has a bad habit of letting the pressure get too low (45 psi or lower) and causing damage to the fuel injectors.
