I wouldn't say it's common, but does happen. Where in OK do you live?
20mm dowel locating cylinder heads apply to late-build 2006 to 2007 engines (where the engine block side and cylinder head side are both 20mm). 18mm dowels are for earlier applications. If your truck is the earlier of the two, and has ever had cylinder heads replaced, it will have "stepped" (20 into 18) dowels (where the engine block side is 18mm and the cylinder head side is 20mm). Hope this helps.
A 6C3Z-6051-AA is the 20mm size head gasket that costs about half the price of the 4C3Z-6051-EB 18mm size. BUT, if you're buying new heads from Ford, they will come with head gaskets already.
The part number for new cylinder heads from Ford is 3C3Z-6049-CARM which changes up to 3C3Z-6049-DA last time I checked.
3C3Z-6049-DA (Int. 1872648C91)
new cylinder head, one head gasket, updated standpipe, ten new cylinder head bolts as well as a pair of 20mm cylinder head dowels and a pair of "stepped" 20mm into 18mm dowels (IIRC)
