Excursion no start

Excursion no start
Im trying to help my dad diagnose why his '02 Excursion wont start, and unfortunately myself and all my tools are no where near him right now. So heres the deal; he went back up north about 3 weeks ago and the truck has had hard starting issues from when he first arrived. Now today, it wont go. Heres what I know:
-Its getting fuel out the exhaust, and I know its not gelled up, fuel pump is working.
-This led me to possibly a bad GPR, but he's jumped that and still no go.
-We replaced the CPS with a new one from Ford, and still nothing.
-There is an oil leak somewhere on the motor, but the crankcase is full so it shouldn't be an HPOP problem.
Its turning over fast enough and has a good starter and batteries in it, so thats not the issue. Fuses are all good. The truck does have a DP Tuner, for which all of the connections are good and tight. I'm really stumped here. With the exception of the last 2 years, this truck has spent most of its life up north and never had any issues. What should I look at here guys?

The chip is in the stock position now, which is 1. It appears to be working fine, it changes through the codes fine. The issue started when the truck got to the cold and has gotten progressively worse, so I really doubt this could be the problem.
The fuel pump is sounding normal, and when he forgot to tighten the filter head back on it shot out everywhere, so it is definitely building pressure.

The aih does nothing to help start the truck. The gpcm serves the same purpose as the gpr. How long since the last oil change? I would check the hpop reservoir and make sure that is staying full.
