That's 70s power steering unfortunately. I know on GMs you can change out the torsion spring to adjust the steering effort, I'm not sure if you can do something like that on the Ford boxes though.

Get an alignment, you most likely need more caster.
A couple of options, other than cutting and rotating parts on the axle tube are:
1. Add caster shims under the spring pack:

2. Or add adjustable caster shims such as:
SPC Dodge/Ford Camber/Caster Sleeves - JEGS
Both options are only good for a couple degrees of caster, but it does make a difference.
Your current setup is probably only giving you 1-3 degrees of caster. You should have 6-8 degrees for your power steering to work well.

Actually I did this several years ago and just gave up on fixing it.Have spent several hundred dollars at alignment shops.It has 6degrees of castor now and is so sensitive handling I will not let anyone else drive it.What is the maximum amount of castor you can get away with?
