That is actually the hardest scenario for figuring out gauge problems.
The dash gauges operate at reduced voltage, something around 5.5 volts.
Incoming (reduced) power leads to a gauge (say, water temperature) which then leads to a sending unit on the engine which then provides variable resistance to ground.
