fuel problem

My 91 Ranger with a 4.0 acts like it's out of gas any time it sits for an hour or so. Try to start it in the morning I gotta crank and crank as if it needs to be primed with fuel. Get to work and in the afternoon same problem. If I'm running around town, it starts up fine every time as long as it hasn't sat very long. Any suggestions?

Turn the key on and then off three times before cranking it.

I had tried turning the key off and on 3 or 4 times with no luck. I was also experiencing a slight rough idle and missing under hard accleration on the highway. I had the Fuel pump replaced a few months back thinking the fuel pump was causing the idle/accleration problems and just last week replaced the fuel filter, fuel pressure regulator, and spark plugs to try and remedy the starting problem which started about a month ago. All spark plugs looked pretty clean with no apparent signs of rich mixture. The truck now runs and idles smoother and the missing under accleration problem is fixed. It is still taking a long time to start if anyone has any ideas.
