Newbie questions!

Hello everyone!

I just got a 1989 F250 manual 4X4 with 4.9 I6.

-The tailgate is struck and i cant lift the handle. How do i free it without breaking anything?
- fuel guage does not fall below half... half means i am out of gas. Any ideas?
- what is a good website to buy parts without getting ripped off?
