Glow plug problems

Had a difficult time starting truck this morning. Checked all glow plugs using the test light with the lead attached to pos terminal. Also touched test lead to glow plug wire of each as I disconnect. They each showed continuity. The "WTS" light is giving me a classic defective glow plug indication (it only stays lit for approx 5 seconds). In the past, I could "re-cycle the glow plug and it would stay lit for another 5-10 sec. Not any more. When I try the second time, the "WTS" light doesn't come on. The amp gauge just "toggles" as it normally does when it has reached temperature. Given the tests I just performed, is there a chance there is a problem with the controller? What part in the controller tells the relay to open to prevent glow plug burnout? Is there any other test I should be performing?

A test light is not an accurate way to test gp's, if it shows bad it is bad, but it can still be bad if it shows good.

That said grounds sometime give trouble on the controller.
