My 95 is so cold blooded! It starts just fine in the freezing mornings, the idle is elevated which is fine but the engine is surging some and it is very noisy. After about 10 seconds of running like that the check engine light will come on and it will quiet down some. It will take some time for the engine to warm up and I have to stop and restart the engine to make the CEL to stay off and eventually it will run normally. I have even plugged the truck in and it does not help. When not freezing the truck will start normally and be fine. I have done the ebpv delete, there is a quadzilla chip in it which I have no idea what it is, any help on that would be great. I have all new plugs, Stancor GPR, fuel pump and hpop.
I am not sure. I think Fed but where can I check? I don't have any door tags to check. the vin decoder doesn't shed any light on this. 1FTJW36F9SEA33469
The easiest way to tell is to look down in the valley between the heads and take a gander under the turbo at the fuel pump. If you can see the whole fuel pump, you probably have a fed version. If the fuel pump has a black disk on top of it that looks like the Starship Enterprise, you have the Cali model, lol. I believe the sticker on the front of the passenger side valve cover should say also.
I can see the whole fuel pump, Captain Kirk is not in the engine valley. the sticker on the valve cover says that the engine conforms to U.S. EPA, Canadian and California emission requirements for a 1995 Diesel.

If you have the 49 state model and you're seeing the CEL, I would check the cjip and see to it that it is securely attached to the PCM (usually a good piece of duct tape works well). If it seems secure, you may want to try pulling the chip out of the PCM and see if that fixes your issue. It's possible that the cheap chip is the cause of your issue.
Mine looks like the Fed pic, but the tag says california. I ordered the EBPV terminator from Pure Diesel Power to eliminate any CEL from the EPBV. As for the cheap chip, that has been on my list but put off for a future item. It has run excellent other than when it is freezing. I really don't want a $400-500 chip expense.
