my neighbor uses 20% methanol just before the test. cleans things up nicely.
as already stated, a good tune up, as much timing as possible and still be within range, idle screws lean as possible and still have good manners, accelerator pump lean as possible and still have manners,
tune to lean until manners go away then add fuel back to find limit. too lean and popping will cause NOX, too rich making good power will cause high Hydrocarbons.
Methanol or E85 will clean up a lot of that, tune with whatever mixture you intend to use, don't use too much, there is less BTU and you'll have to up jets, max is 15-20% then tune as stated above.

Even buying one from the parts store takes a hell of a lot of red tape here in CA.

Do away with smog tests for older vehicles. Get rid of the tree huggers, liberal do-gooders, ridiculous and confusing BATF & DOJ gun laws and...a gazillion illegals, CA would be a wonderful state to live in...like it once was.
