The GEM module isn't involved in the power mirrors. But it may be involved in lights, both the running lights and the interior lights. The interior lights may also stay on for a period of time after the door is closed. Even if it's not the GEM module, it might be worth pulling the fuse panel out and looking for corrosion or signs of water on the back. Having water leak into the fuse panel and GEM module was a common problem in the 99-02 or so era.

It may be a fuse. I had all my interior lights go out like that (all the green ones in the dash, ac controls, power window and door lock switches, etc.) I also had my running lights go out (not sure if that was the same time or a different time). It ended up being a blown fuse. After lots of tracking down it turned out to be a short in my headache rack wiring for my signal and running lights that was blowing the fuse. I have a manual for a 2002 F350 so if you need me to look something up for you let me know.
dchamberlain- i went to the website and downloaded my manual but as stated do not recognize description of what I expect to be running lights or dash lights. Hold my hand, please.
Gulfcoastfd- I have heard of towing wiring do the same and things look a mess back there. even if a short, can't figure out which fuse and system to follow.

This is the file you want. 1999 is confusing because there was an F-250 Light Duty and an F-250 Super Duty. They don't seem to have the manual for the F-250 SD, so this is the F-350 SD, which will have the same fuse panels.
I believe you mentioned Power Mirrors. This is fuse 4 under the dash.
Park lamps are fuse 8 under the hood.
The towing wiring is fused separately and powered with relays, so it shouldn't be a problem. UNLESS someone has messed with it at the back. I've seen trucks where people have undone the factory trailer wiring and just spliced into the rear lights wiring.
The GEM module is attached to the side of the fuse box under the dash.
You guys have been great! dome/cargo lights work, and running lights back in operation. will continue to work on power mirrors. I figure just gooey like the door locks! I can hear and see slight movement but no power in the lock. enough to move or engage. Thanks again you've been terrific
