Waste Gate issue

Waste Gate issue

Ive always thought my turbo was not working properly, but now i got the right size tires on it I can really tell. So i bought a vacuum tester and put 20 (psi I think) and had no leaks. The waste gate is vacuum not pressure right? Is there any other way to test the waste gate?

Not vacuum, it works off of pressure coming from the red line off the spider.

ive tested the waste gate, worked fine. Tested the waste gate solenoid, changed it. still dont seem like the turbos working. A friend of mine asked if it was idleing up when cold and its not. What should i check for?
