My diagram shows a should be a Red-lt blue wire "Start" power to clutch interlock/jumper and on to fender mounted relay (common/consistent this series).
Then the only wire that should have any power in it with key in "ACC" position (your model would/should have) is a Black-Lt green wire.
Have them two, the black-lt green and Red-Lt blue wires been swapped position on switch (unlikely but hey who knows) or crossed by someone when adding remote starter or like accessory? Might have been removed before you bought it?
Does it have a remote starter installed on it now?
If so it would explain why the starter engages in the accessory position, or you have those two wires fused with each other IE; melted right to one another at some point after the ignition switch.

If its doing that...Then the starter isn't dis-engaging....
The Bendix in the starter sounds like its hanging....Which is cause by the armeter becoming magnetized.....
