Yeah, that is quite low. I know the 2-valve system uses 38-40 at WOT or the vacuum disconnected from the regulator, and 28-30 at idle.
BUT - the 3-valve system doesn't use a regulator, does it? the PCM has to regulate the pressure by pulse-width-modulating the fuel pump or something?
