No idea. Look up a powdercoating shop in the area and see what they will charge. They can probably give you an estimate without taking the wheels off. Powdercoating is nice because it's an extremely durable finish.

I assume they are aluminum wheels... First step is a good cleaning. Any machined or polished areas may have clear coat. Use aircraft stripper to remove. A stainless pot scrubber may help on stubborn spots. Clean with fresh rags and lacquer thinner. Then prime. A self etching primer would work well. Eastwood sells it; your local body shop supply sells it and some home improvement or autopart stores have it in rattle can (Rustoleum). An alternative to self etch primer is epoxy primer (body shop supply or Eastwood).
After the primer, spray with single stage enamal or base/clear.
A catalyzed single stage acrylic enamal or base/clear will give the most durable result... still a rattle can job will hold up well with thorough cleaning and self etch primer.
