Now that the vac gauge is teed into the vac line with no other accessories attached, push the brake pedal in twice and see how far down the gauge goes and how long it takes to get back up to 25in HG. I routed my vac gauge into the cabin through the side window and drove around keeping an eye on the gauge. The brakes got better without the other accessories attached but still wasn't what it should have been.
Well finally hooked up a guage and the vacume pump was bad replaced it the brakes work great but the brake light randomly comes on I think it's a loose wire or something.
Check your ebrake. Mine doesn't retract all the way as the spring on the frame is wore out turning the light on. Move the ebrake pedal up with your hand and see what it does.

in the 80s, they used a wire connected to the parking brake pedal, and those have been known to go bad, or be disconnected and occasionally ground for a second, turning on the light.
if that doesn't do anything, disconnect the wire harness on the brake fluid distribution block and see if the light still flickers.
