Ford stopped installing the aluminum finned covers sometime during job one. They must have decided they just aren't required. I believe the sway bar is part of the camper package.
My 08 has it, looks good with a little lift. They are still using the some rear just cheeped out. I also noticed the 20" rims have a plastic covering the aluminum. Hope that holds up!
