Instrument Cluster light

Instrument Cluster light
There is no background light on the instrument panel. Fuse #25 is good, all 4 bulbs replaced last night. Turn signal indicator, ABS light and every other light works in cluster. Dimmer switch dims as it should and headlight switch works. Any idea why I have no background light?

when I replace mine...I did all lights, not just the ones you mentioned.

Headlight switch, wiring or a fuse.
