Check fuses. Check fuel pump relay in the panel. You can swap relays if they are the same for test purposes. The pump should run when the key is first turned to "ON" for about 5 seconds. Listen on the drivers side, under the rear seat cushion. The cushion snaps in place, and can be removed easily, exposing an access panel to get to the pump. If you go that far, you can definitely hear the pump if it runs at all. There is also a 'rollover' switch mounted behind one of the panels at the rear, I think, that can interrupt the fuel pump supply juice. It resets by pushing the button on top. It is a ball bearing sitting in a "VEE" to connect the two arms of the vee. In HI, corrosion may have affected connection, so you can 'dance' on the button a few times to break through the corrosion and re-establish connectivity.
If it won't run, I would offer the value without an engine. What will it cost to fix? How much is a pump? Relay(s)? A new ignition switch? A new computer? Fuel pump pressure sending unit?{tells the computer to slow/speed the pump to maintain pressure}
All these things... and you don't know which or how many.
If you want to avoid the gamble, get the seller to get it fixed, or make a low-ball offer and hope you didn't pay too much. It may not even run... how would you know? It may not have a working transmission... and so on.

The fuel pump shut-off switch is located on the passenger side kick panel. I believe it's behind a small plastic trim cover. It might also be called an inertia switch.

Buying a non-running car w 177k miles would be taking a big risk. If I was to take that risk, I would offer what it could be resold for, and that resale price would have to cover the tow & any other expenses related to the purchase.
I'd be worried about: engine, transmission, catalytic converters, power steering pump, brake mc, A/C, fuel pump... who knows what's wrong with it?
