Need help please!

I have a 92 Explorer with push button 4x4. The lights are on, but the 4x4 is not engaged. I try to engage but won't happen. Heard three possiblities. Transfer case, switch behind tranny, or hubs. Anybody can help figure the problem?

There is a shift motor on the T/C, remove and clean..... Philip
