Do ya want it to be installed permanently?
Us early Mustangers use a plexiglass cover over the cowl grills. It is lined with weatherstrip on the bottom to protect the paint and is secured with spring-loaded "T"s to hold in position. I can drive with it on but that's where the heating/ac system gets its fresh air.
If your ambitious, cut out the grill sections and replace them with removable inserts. Take a look at these inserts made by the Ring Brothers: Ringbrothers: 1967-1968 Mustang Cowl Vent Covers 50678-3001
