I have a 97 Expedition XLT, roughly once a day (minimum) when im driving an press on the brakes, the truck dont wanna stop, makes a funny noise as your pressing in the brake, the truck slows down but dont stop, i have to let up the brakes an press them again an Viol'a back to normal an it stops. I dont have the slightest clue to vehicles etc, can someone point me in the right direction as to what this could be? Im thinking brake lines as i have a grand prix way back when that did the samw thing an was a simple Bleeding the brake line fix..

That is the first thing I would try. It sounds like there is air in the system.
If you have no experience you should get some help from someone that has done it before or take it to a shop. The cost at a Pep Boys shouldn't be too much, but they WILL try to sell you everything in their store. Be ready for it.
im not gonna try an do it myself, i wanna an idea for when i take it to someone. def will NOT be taking it to some big name chain so they can take advantage of the situation.
My guess would be that you have a front wheel hub bearing going bad. When the hub tilts as you stop it causes the front wheel speed sensor to read in correctly and activates the ABS solenoid. (When you let up on the brakes and then reaply them, "Viol'a", the hub straightens up and the wheel speed senor reads correctly, and the brakes work okay.)
