I did a search on this issue with the wipers not having a delay and didn't find anything so I thought I'd post this up real quick.
The wipers would turn on but only constant speed, with out delay. And when turned off, they don't reset to the bottom of the windshield, they would just stop where ever they are when the switch was turned.
I checked all of the fuses and everything checked good. Turns out it was one of the wires corroded and broke off from the connector of the wiper motor. I just put in a jumper to bypass the connector, and bam! Fixed. This may be a stupid thread, but I figured it'd help someone down the line...
Hey PawPaw: Can you tell me why my wipers cycle whenever I make a left hand turn? Doesn't do it all the time but lately it's about every other time. Is this the switch located on the column? Thanks, Tim
The multi-function switch can be taken apart and cleaned in just a couple minutes time. This will usually solve the "Phantom wiper" issue.
Pop the end of the stalk off, the last ~1/4" or so is just a snap on cover. Under that cover is a phillips head screw, remove it. The guts of the wiper switch will slide out along with a spring, note how they are arrainged.
Using a clean cloth or shop towel and some brake cleaner, remove the oily crud from inside the stalk and the piece that came out. Let dry, reassemble, and 99% of the time every setting for intermittant will now work, and the wipers will only come on when you want them to.
I had the phantom wipers, and only 2-3 settings in the intermittant range that worked. 10 minutes of effort, and it's been working fine for over a year. Much quicker (and cheaper) than replacing the entire switch......

If this phantom problem isn't fixed by cleaning the multifunction switch & is on your 2000 Ranger, you may be eligible for a no cost fix under service letter recall 00B40, which was issued about 10 years ago, but didn't have an expiration date on it.
To see if it's been done, or if your vehicle qualifies, call your Dealers service dept with your Vin # & the above program 00B40 number & they will tell you you qualify for the no cost replacement. Got mine done at no cost, as have several forum members. Do a forum search for the details, as Rockledge posted a copy of the letter Ford mailed owners back then.
