Keep in mind that with EGR turned off, you have less intake back pressure caused by intake turbulence from reingestion of the exhaust. Additionally, your intake charge will be cooler due to lack of ingestion of the higher temp exhaust gases. With no other changes (i.e., larger turbo), lower back pressure equates to more efficient air flow in the intake but also equates to lower boost since boost is a measure of back pressure. That's my take.
I've been thinking about installing a direct reading analog boost gauge to check this out. My intake elbow is already tapped for a probe but I just haven't been motivated to invest the time or funds to install one. And, I've been perfectly happy with the performance of my truck with Matt's SRL tune. I have noticed a 3-4 psi difference between the dash boost gauge and boost numbers on my insight gauge with the tune. The max boost I've seen on the insight with the tune is 24 psi while untuned it will hit 28 psi. I've always attributed the drop to the EGR being turned off with the tune. (I still have a functional EGR system.)
well i actually never knew this so i paid attention today and you're right,,doesn't show proper boost at WOT! 3/4 throttle and both the factory boost gauge and my SCT TSX boost show anywhere up to 25psi, however WOT and both gauges read no more than 22psi...

Then your options are to get a boost gauge that doesn't read off of the OBDII port or flash back to stock. They apparently have to trick the computer into seeing less boost in order to make that power that we all like so much .
i ran a tune once on my dually and on an accurate gauge i would only hit 23 psi and it still ran dang good!!!

had my gauge ran for a few days using the intake elbow as a source. during WOT runs I've only seen 22-23 psi max. truck is running like a scalded ape.
I'm going to buy some hard gauge line and replace my plastic tubing the gauge currently uses. Suspect the tubing is expanding under full boost and the gauge isn't reflecting true PSI
