The wiring from the pushbutton switch in the stalk that activates the washer pump is likely shorted somewhere inside the steering column or the switch itself is stuck.
Have to admit I haven't seen this one before but column wiring shorts are a known issue for SD's - usually cause issues w the OD cancel switch on the shift lever
