128xxx miles, coolant filter, Edge CTS- ECT and EOT run 188 to 195 most spread difference has been 10 degrees. Boost registers normal. Coolant system flush with vc-9, distilled water- replaced with gold coolant, cleaned egr valve all done 4xxxx miles ago. Synthetic oil.
Recently on Engine start up- rough, no power until warms up to operating temp.
Last Winter had to be plugged in to start.
My thoughts- replace EGR Valve, (EGR delete is not an option, its just not) Replace EBP Sensor.
I am sure I have week or bad injectors, after batteries and flash will see what happens......
Have batteries checked and probably replaced.

P132B is a code related to the calibration from the recall 06E17 (part of the Inferred EBP strategy). It means that there is a problem with the VGT system. P132B is a fault code that is set if the required boost levels are not achieved during a learn cycle or at specific speed fuel demand points.
This code indicates that there are issues with the turbocharger, MAF sensor, MAP sensor/hose, IAT2 sensor, intake leaks, or exhaust leaks, etc. Frequently it is a sticking turbo issue.
P0401: EGR - Insufficient flow. EGR valve stuck or possibly a bad EBP sensor.
Your plan sounds pretty good, but look for the intake and exhaust leaks first. Also check the MAP hose for leaks or plugging.
Mine pops The p132b and always the p401. Have tried a new egr valve and still stays. Truck has the egr cooler as well. But I found my "Y"pipe leaking recently.

I would clean the EGR valve and EBP sensor tube first THEN get the truck reflashed before replacing anything. IIRC the P0401 code was sometimes a "false" code and the flash may fix it. DO check for leaks also.

I cleaned the EGR in FEB, 4k miles ago, I will pull it and inspect, but I think it is original. I have the part number for one at IH I hope it is cheaper than Fords for $165.
If you're getting a p132b code, it means you have the inferred EBP strategy. Your ECM no longer uses the EBP sensor, so there is no need to replace it.
