Lightbulb Need Input from Employers Please!

Ladies and Gentlemen of the Forum,

It is with the utmost respect and appreciation of many members of this Forum that I submit this proposal for review. This is a proposal I am developing to submit to my representatives in Congress. My purpose of submitting here is to solicit input to assist me in refining my proposal.

I know this will skirt the boundaries of what is acceptable here. I have consulted one of the moderators and have been informed that as long as we keep it “clean”, we can have this discussion here. Please, no political banter, bashing, etc. No supporting of one candidate / party over another.

The goal of my proposal is to create an environment where employers will be encouraged to hire entry level workers. The core of the proposal is a political hot potato, but please consider the entire proposal and comment as to what can be added or changed to make this successful.

Here it is.

Starting the first day of next month and continuing for six calendar months, employers can utilize an exception to the Federal minimum wage law. The stipulations are;
1) The position can not pay less than $5 per hour.
2) The job must either be a new position (new head count) or a position that was vacated by the previous worker voluntarily.
3) This position can not be used to displace work hours from other employees.
4) As long as this person holds this position, the exception will not expire.
a. If this person voluntarily or involuntarily leaves this position within the timeframe that the exception is allowed (see above), a new person can be hired to fill the position under a new exception.
b. If the person changes positions (promotion, etc.), the exception no longer applies to the person.
5) All other State and Federal labor laws apply.

I have purposely refrained from stating any political opinions here. Focusing solely on the concept, please evaluate and provide constructive criticism. If you are personally responsible for making hiring decisions in a company that employs entry level workers, please let me know if this would entice you to add head count or not, and why.

This proposal would result in a decrease of worker salaries. Salaries are already stagnant. While I'm assuming you intend for this to encourage employers to hire...the reality is that this will further depress salaries and not in any way benefit the working class.

Oh that's exactly what would happen. Employers would find a way/loophole to displace seasoned/experienced/more costly employees (that are older and have families) with younger/cheaper labor. That would sound like a great idea...to stockholders.

If you want employers to hire...what has to happen is a drastic change in how people view business. Right now...party 'x' is focusing on the fact that big businesses are sitting on cash reserves, rather than hiring. They are...and for good reason. With the current anti-business environment in D.C...there's no telling when (not if) legislation will be passed that further taxes employers...taking away from their bottom line.

I think this MAY get some attention at the state level though.
I don't think the state can be influenced by the Feds on this matter, I could be wrong.

I am eager to see what others think about this....I really don't have an opinion at this point...but I will be watching.

With the Fed unemployment payments now at 99 weeks we have PAGES of jobs going unfilled! Why work when you can get payed to stay home? Just a sample from a SMALL town near me: Employment Department Job Listings

8 PAGES of avalable jobs, and MOST are above Oregon Minium wage........

This would not necessarily make my company hire more people. We are not going to hire people unless we can keep that person busy and making money for us. One cannot legislate more jobs. The only way IMO to stimulate hiring is to get rid of the red tape and not add to it.

Interesting thread, what is the goal?

Although if housing keeps falling the way it is, then posibly someone could afford a house at 5 dollars an hour. But would not be able to afford to eat or drink.

I believe the damage is already done..the cost has already been adjusted for the min wage, I dont feel that anyone will even try to hire in for less then min wage, EXCEPT during the summer months when kids are out of school.


I am going to follow this, people alot brighter then I will chip in I am sure.

fabmandelux, Thank you for that information! I was not familiar with Oregon's minimum wage law. Very interesting that tips are not allowed to count as income for the purposes of minimum wage! I'll be willing to bet cheap restaurants are hard to find out there.

It's not the quantity of jobs that's at issue at the moment...it's the quality. As you said...there are a BUNCH of job openings at the moment. However, many high paying jobs have gone away...to replaced by lower paying work.

Playing the devils advocate here. Personally...if I were laid off...I would be better off taking unemployment than a job that pays $'xx'/hr. That's exactly the conclusion that many long-term unemployed have reached. Taking a job at a salary 1/3 their previous level would put them significantly below their unemployment benefits.

All, please keep in mind this is geared towards entry level job creation. I don't see this as an immediate fix for people needing jobs to support families.

My personal opinion on extended unemployment benefits has been intentionally left out in order to keep this thread legal. And that's all I can say about that.

Some good points! This is very helpful! I am glad I posted this here!

I agree with this statement. I am looking to remove some of the negatives that keep companies (or individuals) from hiring when they could really use another employee.

This thinking is exactly a MAJOR part of the problem! I'm 63, and just retired last year. I've had a job since I turned 18 and joined the army. I owned several businesses and hired many workers. I cannot even conceive of being on unemployment and not taking the first thing that came along (I've NEVER been on unemployment...). Why should I stay home, and let someone else pay money out of their check so I could wait for a "better" job?

This is a major flaw in the way unemployment works, IMHO

Some background - I have personally seen employers reduce head count because the cost of labor was too high. Students that want to work their way through school can't find positions. Students that do have jobs get overworked because the employer needs to do the same amount of work with fewer hands.

If I can hire someone at $5/hr to do $5/hr worth of work, i will. But if I have to pay $8/hr for $5/hr worth of work, I will not hire. That's the issue I am goiing after here.

I would really love to have this conversation, but this is going to get the thread closed. I have had this discussion over and over again in other settings. I really regret not having this disussion here. But rules are rules.
