Rocker arm re-install problem

Rocker arm re-install problem

I just replaced the head gaskets and studs on my 04 F-350 6.0 PSD. When I was rebuilding the passenger side I noticed there was pressure on the rocker arm in the front of the engine. After looking a little closer I realized that push rod was slightly higher than the others. I didnt see any debris in the engine when I put the head back on, and cant get that push rod to go down any further. The is a decent amount of pressure across the rocker arm and down on the springs. I cant even wiggle it slightly side to side like the rest of them. Any Ideas? Hopefully this can be solved without pulling the head again.....

try turning the egine over by hand yet? there is an issue with lifters pumping up and getting stuck. search function would have found something on this.
