Problem after cleaning turbo

So my mechanic said my turbo was sticking and I should either clean it or get a new one. So I cleaned it and now there is now power what so ever. I checked every thing and can find no visible problems. When I cleaned it i made sure the unison ring moved properly and that the actuator was in the same position as it was when I took it out. So any ideas what it could be.
Someone mentioned that 03's turbos have to relearn process when the the batteries are unhooked. Is this true?

Unhooking the batteries forces the relearn anyway. Make sure that the VGT connector is installed properly and the wires arent pinched/broken. Double check for leaks in all the exhaust and intercooler plumbing.

Does the truck blow a lot of black smoke from a dead stop or does it have no power on "top end". Either of these could indicate non-operating vanes or VGT. Also, code scan the truck BEFORE you unhook the batteries again.

Double check the blue boots, Make sure they have not slipped off or they don't have pinholes. If you blow a boot you have no power at all and like npccpartsman said black smoke.

I had the same problem after cleaning my turbo but it turned out it was actually the MAP hose blowing out of the intake manifold. I put in a new fitting and hose and all is well.

Thanks for all the help! I did a Turbo relearn and it works fine now. So now after a day and a half of no problems, there is a loud screach and I cant tell where its coming fun. I doesnt sound like its coming from the turbo but cant be sure. It happens totally random, high rpm, low rpm, high speed or low it doesnt matter. It happens for about 2-3 secs then goes away by its self. Any ideas?

Could it be the exhaust pipes rubbing the fire wire?

In case it is your turbo you might pull off the air cleaner assy and with your fingers feel for any axial play in the turbo. If you feel any play than it's out of spec. I believe Cheeze said the tol. was something like .007" but I could be wrong, either way it's so small of a tol. that any finger play is out of spec.

Just something worth checking.
