Ok guys my friends truck is not starting. The only way it will start and run is when he has it at WOT and it will only idle. It is a stock 95 with 240,000 auto. He has replaced the fuel pump,filter,and Cpm. When he replaced the pump he left a line loose and the pump is working cause it was leaking. NOTE all this stuff was replaced after it would not crank and it still want crank. any help would be great thanks......

I'm not sure I am following you. I thought you said it would run if he held the pedal to the floor. But you say it won't crank? We need a little clarification on what the truck is doing.
My first WAG is to check fuel pressure while cranking (should be around 20psi) or to unplug the ICP and try to start it that way.
When it runs does it sound like it hits on all 8 cylinders?
Edit: ICP, not CPS...too many letters floating around in my skull full of mush this morning...

I also thought in the TPS, do you get CEL?. Ill check the IVS and TPS connectors (clean and lubricate for good contact).
Having spent too much time with the electronics connected to the pedal assembly, I'd doubt the APS (TPS). If the IVS shows idle, the PCM should set the pulse width to a minimal idle mode.
what, exactly, does "run at it WOT but only idle" mean? engine runs at 2000 rpm with accelerator pedal not being touched or something similar?
Last thought - remembering EOT sensor being "out of tolerance" can cause higher than normal rpms due to PCM 'thinking' engine is cold. Pretty sure you can unplug it (EOT) sensor, too, and PCM will assume a 'normal' default value.
Ok the truck will only idle and that's it nothing else. But it will only idle if you press the pedal all the way to the floor. When you let off the pedal it dies.
I'm voting on the TPS from your description. Try unplugging the TPS, three wire cable and see if it will start and idle .. you should get a CEL also. If so then TPS must be shorting VREF (5 volts) that runs most sensors.
Another method if you have a volt meter is to connect the plus to the Gray/White wire and the minus to the Black/White wire on the TPS sensor cable. The voltage will be close to 0 Volts and when you push on the peddle it should slowly climb close to 5 volts. Do this with the key ON engine OFF.
