No, once the water is out diesel will continue to drain out.
This has been my experience for 16 or 17 drains and I know diesel will drain out for at least five minutes.
I imagine it would slow or stop if you're low on fuel due to the lack of pressure but if you have a full tank the DFCM will siphon from the tank.
Epic (I think it was) discovered we needed to turn the bowl 3 1/4 or so turns so the sensor will trip and prevent siphoning (only for changing the filter).
When I changed the fuel filter, I let mine drain for 5-6 minutes and it never stopped.
When the bowl came off, it was still fuel of fuel but I know for next time.
