03 Expedition - Fuel Pump Problem?

I've searched the threads and haven't found anything specific for an '03 Expedition XLT... It's recently developed trouble starting. Turns over fine, just doesn't fire up for 5 seconds or so. Changed the fuel filter - didn't help. Had the fuel pressure tested. Repair shop told me that it's losing fuel pressure when the key is turned off. So my question would be - is this definitely a fuel pump problem? I'd hate to pull the tank off and this not be the issue. Someone suggested changing the fuel pressure regulator, but I've read conflicting information as to whether or not '03 Expy's even have them (manual fuel return system vs. electronic?) or whether it's built into the fuel pump. Any help would be appreciated... Other info - 4.6L; 136k miles; vehicle runs fine after starting; If the fuel pump was bad (low pressure), wouldn't I be getting trouble codes?... Thanks in advance.

Your 4.6 should have a returnless fuel system with the fuel pressure controlled by the PCM. It uses a fuel pressure sensor located in the tank and a fuel damper located on the fuel rail.

Sounds like the fuel pump check valve is leaking fuel back into the tank when the system is off. That's why you hare experiencing a long crank before starting.

To verify, before starting the engine, try turning the key from off to on (not to the crank position) two or three times to cycle the fuel pump, then turn the key to crank to see if it cranks and fires normally.

I wouldn't say that it fires normally after trying this, but maybe slightly quicker.

Every time I've had a loss of fuel pressure problem that I thought was related to the relief or check valve it always turned out to be the fuel pump (five different F-150's, Expedition, and Rangers). Recommend you run it down to empty and put a new fuel pump in it, there are cheap ones on e-bay. It's not a fun job, and you will get dirty, but it's pretty simple to do in 3-4 hours.
