Not that I am aware of, it was owned by a school district in NY, then a NY corrections facility, then a hippy collage student who lived in it for a year and sold it to me because he didnt know how to do breaks and wheel bearings, so I any of the previous owners have messed with any of that,

Fuse #22 under the hood is the fuse that powers the PCM and the fuel heater.

I am standing right here in front of it right now, just checked every fuse in the "power Distribution Box" all good, volt meter tested, the lid to the box doesn't have numbers on it only letters, so im not totally sure which one 22 is, but they all seem to be intact,

Use a test light & carefully check for voltage at the IPR . There may also be a connector on the side of the fuel bowl that should have 12v also , it is the main harness for the IPR ...

The van box is a little deferent than the trucks I would unplug the fuel filter heater and see what happens

ok all i can see on the drivers side is the fuel pump and such, there was a single wire in a plug on the back of the bowl, i unpluged that and made no difference,

It's a plug going into the bowl on the driver side middle of the bowl. it's a round plug that kinda looks like it's made on the bowl
