Disconnecting the batteries isn't going to do anything. Dancing the Can Can nude around the truck isn't going to do anything. If the truck won't enter the programming mode (indicated by the doors locking and unlocking) then there are only two possibilities, you aren't following the steps right, or the truck doesn't have RKE.
RKE was an option on an XLT, but only an option, not all trucks have it. I suspect if you have RKE, you would also have a wired keypad on the door. But I don't know that for sure.
I repeat the part about following the steps right because more than a few people have missed a small step (like making sure the doors are locked electronically before starting), or are cycling the key between the wrong positions (2 and 3, not 3 and 4) or aren't doing it enough times, or something similar, and can't figure out why it won't go into programming mode. You have to follow the steps exactly.
You sure dancing the can can nude around the truck won't work? I was going to try convincing the wife to give it a go.
Ok, I finally got the opportunity to try the procedure again. I even made sure I had the owners manual in hand when I did it. Nothing. Nada. Zip. I'm going with the assumption that my truck does not have the RKE function.

That is a good question. I suspect that the Vehicle Security Module is the same, regardless of whether the truck has the feature or not. Trucks with RKE had the wired keypad and keyfobs and RKE was switched on in the VSM software. Trucks without RKE had the feature switched off. What I don't know is if anyone has successfully switched the feature on and proved this out.
I think what most people have done is gone with a fairly inexpensive aftermarket alarm/keyless entry module. I don't know much about these but I think there are a fair number of them on the market.
My work van has keyless and no number pad. I just programmed a fob and it went smoothly. Ordered it from ebay and it came with a website with a video instruction.
I may be wrong. My assumption was that if you ordered (or the dealer ordered) the Advanced Security Group you got RKE and the keypad. It may have varied among model years as well.

I just bought this truck a couple weeks ago so I'm really not sure what options it was ordered with.
Lets assume for a moment that this truck did not have the RKE ordered with it. For arguments sake, what would it take to install it. A program flash? A different security module? Put a fuse in a slot that currently does not have a fuse in it? A nude can-can dance? What?

The short answer is "I don't know."
The long answer I gave in a post above. Making an assumption from the 2006 wiring diagram, the truck has a Vehicle Security Module, whether it has keyless entry or not, and the locks are wired into it. I don't know if all VSM's were the same and different options were just different programs or not. But if they were, then theoretically a program change could get you RKE. I don't know anyone who has tried it, though.
I've not read of anyone successfully "turning on" RKE on a truck that didn't have it. Anything is possible, but this one is very unlikely.
Your best bet is an aftermarket system. The Viper line is one I read about frequently. You can get RKE, an alarm, and even remote start. That is what I suggest you look for.

Honestly, I really couldn't care any less whether I have keyless entry or not, nor am I interested in an alarm system. My previous 2 trucks had the RKE feature, and it was convienient when they worked, but I'm not going to loose any sleep over it if I don't have it. Now, it's become one of those perplexing little problems that I'm just itching to know more about. Know what I mean?
If I remember correctly when I bought my truck I told the salesman I'd buy if it had the keyless remotes. I took it for a test drive and by the time I got back the salesman was inside locking and unlocking my door through the window. The truck DID have to door mounted keypad so I guess all they had to do was program the remote thru their Ford computer program. My truck was nowhere near their shop.
Guess what I'm trying to say is if your truck has the door mounted keypad from the factory, only the Ford dealer can program your remote the first time. After that you can reprogram any other remotes you may have.
