'97 Ford Explorer XLT - Not starting

'97 Ford Explorer XLT - Not starting
4.0 Liter, SOHC, VIN E.
Replaced engine for a friend. Everything is hooked up. Turn the key: Dashboard lights light up, fuel pump does not turn on, starter will not engage with key. Starter will work if you jump the silenoid. Not getting fuel or spark.
Vehicle has sat for about a year and half before the engine was replaced.
Engine was replaced due to the timing chains failing.
Anyone have any suggestions on what the issue could be?

Try shifting to Neutral and see if it will start. Maybe the Transmission Range Sensor (TRS) is faulty. Also confirm that the TRS was connected properly when the engine was installed. Does it make any sort of clicking when the key is turned to the Start position? If so, can you determine which relay is clicking?
