Water inside is a very common cause.
Try to swap it with a functional IDM from a friend before you buy a new one. If its wrong you can buy one cheap on E-bay.
The most common issue with the failure of the IDM is water damage. They either spring a leak and get damp inside, or they start to lose their seal and condensation ruins them inside. The short in the wiring at the VC could also just be an easy fix (replacing the VC, or UVCWH).
If you're handy with a wrench, do it yourself (see my screen name?) it will save you a bunch. And if you have moderate mechanical ability these are both pretty easy repairs.

A short in wiring harness can cause the IDM to shut down to protect itself so I would fix that first.
What's wrong with the injector?
Sounds to me like a short in the wiring for the #3 injector, which is causing the IDM to see injector #3 as bad and shut itself down. This is why, I would do it myself if it were mine. The techs at the Ford garage aren't all that familiar with these trucks, and they only know what their troubleshooting steps and their computer tells them. My guess is that the UVCWH or the valve cover (with the integrated wiring connectors) needs to be replaced and that there is nothing wrong with the IDM or the injector. That's just a WAG, but that is where I would start before you spend some serious coin on replacing the injector and or the IDM. UVCWH and VC's are fairly cheap comparatively.
Yes begin with the wires as said above, and if that doesnt works, then try to install another FUNCTIONAL IDM from a neighbor, before other things as I told you before.
Plus this happened on the road. Its two hrs away from me. Its a company truck but still hate to see the big coin sunk into it.
It had ran on their way to lunch. Came out and it would not start. It was 96 degrees out. Had the driver try to drain the fuel bowl. No fuel. Just a few drips. plenty of oil in the crankcase. Had to have it towed to the dealership nearby.
Would love to work on it myself but that is not feasible at this time. Basically tryign to get a grasp on it.
Maybe they can replace the harness first and retest the system? Think they will do that?
I would certainly try to have them do that. If there is a short in the wiring harness to the #3 injector, they IDM may have shut down and their tests may show that the #3 injector is bad, when in fact it is just a short in the wiring. It is possible that the IDM is bad as well, but if it is bad, I'm not sure how they are determining that there is a wiring short and the injector is bad. Maybe it is just my way of doing things, but I don't like replacing more than one thing at a time. If nothing else, then I know what I did to fix the issue.
Ask drivers if the WTS (wait to start) light comes on when first turning the key. If not then fuse #22 probably blew due to the fuel filter heater shorting out. That fuse powers the PCM so no WTS light or TAC. Easy fix if no WTS light, just report back and we can tell you what to do.
