You might not have it all the way forward. This is why I had to make my own shift rod with the heim joints and threaded rod. The stock shift arms were either way too short and wouldn't connect, or too long and wouldn't shift properly through all the gears.
To test it, pull the arm off, and go through the transfer case gears manually. You can grab the peg that sticks out of the transfer case with a pair of pliers to click through them. If you can go through all 4 settings (2H, 4H, N, 4L) then it's in your linkage and the length of the shifter arm.
