Thanks for the offer, i still have the assembly, just wasn't sure what it was, the piece of metal that moves up and down, im pretty sure is rusted open. Im still waiting to get it back, so im not sure, they're redoing the whole outside,making it like new, not sure if the guy worked on that. He is doing it all for free so i wont complain either way!

It's best to make that piece functional. A lot of penetrant should cure the problem.
