codes p2138 p2139 p2140 help!!

codes p2138 p2139 p2140 help!!
I have a 04 350 with a 6.0 with all 3 of these codes I have tried everything in the book talked to diesel ford service tech can not figure it out I will post what I have done any help or ideas is appreciated
I have tested all pedal wires and tracks for breaks or shorts. I have put in 3 pedals and tested them all they test out good. I have had 3 pcms in all with no change. I do have a check engine light even though alldata tells me I shouldnt have a mil lamp with app sensor malfunction
these are my pid voltages
app1 app2 app3
closed 3.94 closed 1.41 closed .86
w open .62 w open 3.90 w open 3.40

I have an idea.
Find the thottle pins on the pcm harness and ohm them.
Two of them gain resistance as the throttle is pushed, one more than the other.
the third loses resistance as the throttle is pushed.
Check at the harness though.
