The other day i was getting my 1999 F-350 XLT 7.3L smogged... if failed the first test, (i knew it was something to do with the glow plugs) so i knew what i had to do... i ended up having to replace the glow plug relay... but what questioned me was that everytime they plugged in the truck for the smog test... it stalled the engine.. they did it like 4 or 5 times and it always stalled the engine... its an auto transmission too
Run from that shop as fast as you can. I just had mine done (in Cal) and its a visual test, no hookup. Maybe the dumba$$es were hooking up for a gasser. Pretty sure I am correct. As long as you dont blow a ton of smoke and the ses light is not on then you are o.k. If you took off the cat then you have to replace it. Some are exempt like mine

Generally, the Manual Trucks had a Cat/Muffler combo, and the Auto's had just the Muffler.
I think the only difference in the CA trucks is they have a different (special) Glow Plug relay.... Don't see how that would effect emissions, tho.

We've read about this before. There's something with that machine that will cause your truck to stall if they plug it in. Plugging the truck in is not required for the test on a diesel. If you search the 7.3 section here, I'm sure you'll find the threads that tell you why plugging it in is not required and read about others whose truck stalled when it was plugged in.
