i have a 1999 5.4 with a plastic engine fan. {it is the stock white one}when i drive the truck it sounds like a dam school bus reving rpms. like the fan is draging or somthing then as i drive for a while it goes away and it is quiet and smooth for about 2 min or till i come to a stop then the school bus noise come back. im sick of it. the fan blades turn really hard by hand.i was just wondering if cluches go bad in the fan were it free spins. it sound like a back pac blower used for landscaping minus the engine sound hope that helps.

Yeah it sounds like...POWER! jk jk. I know what you're talking about and yes the clutches do go bad. The clutch is temp sensitive, so the first thing to rule out is that your engine is overheating. Even if your temp guage lies, the fan clutch won't, it will rev the fan to keep your engine cool. So ensure that your temp guage is in the middle (definitely not on the upside of middle). Also if you have an infrared thermometer point it at the hot side of the radiator after the engine gets to temp. Don't quote me but I believe the hot side is supposed to be something like 195-200F. If it's higher than that, you're steaming and your truck is overheating, a sign of a different problem.
Had a fan clutch go bad on me. The engine was overheating because of the bad fan clutch so even if your temps are up it probably still means that ur clutch is bad. It should turn pretty freely so if your having to push it, then its bad.
