just wondering what would make my tires feel like they are chopping when i turn into a paved parking lot space it feels like the weels are chatering..chaffing scuffing ect..it is in all 4 wheel drive when this happens.. and then when i put it in 4 wheel high and turn on the durt it feels like the front end is going to fall apart,, but when i put it in 4 wheel low on the dirt it is ok.just wondering i dont know much about 4 wheel drive.

Never drive in 4WD on dry pavement. Your owners manual specifically tells you that damage to the 4WD system can occur if you use it on dry pavement.
The very first rule of A4WD is that all 4 tires have to be the same size (diameter). If the fronts are worn more than the rears, or vise-versa, you end up with the two axles rotating differently enough to fool the A4WD system into thinking the rear wheels are slipping. In turn, the result is power gets sent to the front and the two axles start fighting each other. Often you can confirm if this is the cause by swapping the front and rear tires on ONE SIDE ONLY. It can be either side, as long as both tires getting swapped are from the same side.
It's a 99 so I think what he is calling "all 4WD" is auto 4WD, he doesn't have a 2WD position on the dial.
Well... my old 98 4X4 EB Expedition had 2wd, auto 4wd, 4wh, 4wl, so I would guess the 99 4x4 would have this also. But it does sound like he is driving 4wd on dry pavement which will cause this to occur.

99 did not have a 2wd position. Its A4WD 4HI 4LO only.
It sounds to me like what someone already posted. I'd suspect the clutches are binding in the rear diff.
Change the fluid making sure to have the correct amount of friction modifier added when filling with new fluid.
