Thats the steering column shifter. lol It bolts to the top of the column. It's very east to replace and put back on, just drop the column, should be held up by 2 screws, and then it really just bolts right on top.
What on it are you trying to replace exactly? I had to replace my steering column plunger, that is held inside of that silver tube. LMC has the exact part name and such.
