You would be a miracle worker if you managed to get one past 122 to 124 mph. They're one of the slowest police package vehicles ever produced. We had a little souped up 4 cylinder Honda outrun about 3 of 'em and a V8 Charger here where I live not long ago. The cops were so embarrassed they didn't even make a press release about this "police pursuit" gone wrong.
The fastest cop car I have ever been in was a 1973 Plymouth Gran Fury that a fellow deputy was issued. The speedometer stopped at 140 mph and we were 10 to 15 mph past the 140 reading. The only modification done to the car involved the metering jets in the carb (?), these were done by a team member of Richard Petty's crew.
No such thing as a third gear pull on an excursion unless you remove the speed limiter. That will come with time. As a side note, While not exact, you would be surprised at how close the numbers come out regardless of which gear you do the pull in. We have dyno'ed hundreds of cars on that thing and found this through personal experiance.

I have ebay headers, SPD Y-pipe, and a K&N drop-in. On a dynojet tuning through an SCT X2 with 87 oct, my truck made 253hp / 356ft-lbs. I'd say your Bone Stock Ex is pretty solid!
These are things I have actually done to my 2000 V10. I have never dyno'd so my impressions are only seat of the pants. Long tube headers, Doug Thorleys, gave me flutter I didn't have to begin with and it can be sometimes annoying. KN filter did not give me noticeable results, but 15 hp in that thing probably wouldn't. SCT tuner set up by 5 Star tuning REALLY woke this truck up in the 93 octane performance setting. I play in the dunes with mine and I can feel and see a noticeable difference in that setting.

Check for an exhaust leak. The supplied gaskets are fragile and can easily be damaged during installation. I had a slight leak after the headers were installed which was found to be a broken corner on the gasket. You should not get any flutter with the Thorley headers and Y-pipe. I have Thorleys on my truck and they exhibit zero flutter. Unlike the SPD setup.
I totally agree. Pulling my travel trailer up the side of a mountain in second gear at 4500rpm I have thought to myself on more than one occasion: "If I had 50-75 more lb-ft of torque I could probably pull this hill in third gear instead."
