Before you go after the IPR, I would look at the ICP sensor. It is on the drivers side head, almost at the front. If you unplug it, is it full of oil? If so, I bet this is your issue. You can unplug it, and run with it unplugged, if your issues go away, you have your problem solved.
I just fixed a late 99 with random stall, power loss, etc with it. My truck was having longer starts, pulled it, ful of oil, new one on the way right now. This is a free test, so unplug it, run truck, it will use default tables, if it is better, you nailed it. If it is not better, than you can start to look at the IPR sensor on the back of the HPOP, but I would start at ICP.
Awesome tom....... im almost positive i know where it is. Its a round sensor in the location you described brass in color i belive with a 2 or 3 wire round or d shape plug right ????. Now if i un plug it and it goes away awesome i will order one but whats the side effect from it beeing unplugged?

The sensors vary in color, and shape, the factory one on ethe late 99 had a 5/8 bolt head to loosen it, but the replacements have 1 1/16 bolt heads, my 2001 also has the 5/8 recessed head. but again, just unplug, start truck, and go for a ride. it uses deafault tables unplugges, so life is good, but not high performance.

Awesome i will unplug it befor i start in the morning. It ran fine it seemed this after noon coming home from work. Seems like more so in the morning i have the issue. Is like 65 to 70 degrees in the morning here so its not super cold at all. I start the truck wait 5 to 10 min for it to warm then easy driving till it warms up the rest of the way. generlly this is when the prolbem occurs is in the morning from start up to my destination. After noons dosent seem to be too bad or even at all
Glad to help, one little note, when you pull the sensor, the purple gasket sometimes wants to fall off, so just watch it, and be prepared to go fishing in the valley of darkness, good luck, hope it is this easy.(140 or so delivered from clay if this turns out to be your issue)
Your in a tuf spot not having anyone that could let you try their sensor, lucky for me, my friends and I bought 7.3's lol. So we've gotten pretty good at troubleshooting them.
Ok this morning i unplugged it started the truck. ses light came on (duh) pulled out the drive and it dident jerk...... but when pulled up to a stop light it would idle real funny sounded like it was tickin or knockin kinda. Then from a stop accelerating right when i press the gas it would shutter for a sec not long then smooth out quick. Trying to hold a constint speed like 25, 30 or 35 where the truck would shutter or try and choke out it dident do it bad or if at all that i could notice with the icp unplugged.
I stopped and plugged it back in and the funny idle and shutter upon take off went away. I also dident notice the shutter or choke out while trying to hold a constint speed between 30 or 35. That lasted bout 5 min just before i pulled up to work and it started doing it again.
Now when i left work at 430 after the truck siting all day i had no prolbems from the time i left work through the 20 min ride home. It ran perfect.
Seems like it mainly happens in the mornings. ???????
If the ICP sensor is going out will the truck seem maby to lack a bit of power?? also some one mentioned about the ICP sensor having oil in it. Cleaning it out would help.... Is the oil coming through the sensor at the plug? or actully inside the sensor its self. Just curious.
I would think that lack of power would be a symptom, as if the ICP sensor isn't reading right, it may be telling the pcm to give it less oil out of the IPR.
Oil in the ICP plug is a bad sign, that means it is leaking through the sensor, and it wont be long until it fails completely. There is an Oring where it goes into the head, that could be replaced if it was just an oil leak on the outside.
Being as your symptoms didn't completely go away with the ICP unplugged, I will also guess you have issues elsewhere, maybe a sticking IPR when it is cold in the morning. Those can be cleaned and rebuilt, or just replaced.
If at all possible, I would try to get hold of someone with AE, that would help alot instead of just throwing parts at it, although if your ICP is full of oil, it is due to be replaced.

If you icp sensor has oil in it you need to get a new one. We can swap some parts around off my truck and yours to maybe narrow down our issues. I am having a crazy startup issue as well, with the truck not wanting to start after is warm.
