OverDrive light flashing

I have a 97 F150 4x4. My overdrive light on my shifter is flashing and when i put the cruise control on the vehicle doess not maintain a steady speed, it kind of surges back and forth around the desired speed.

Is it the speedo sensor? if so, where is it located?

You need to have the transmission code read so you have some idea of what the issue is.
