Leaf spring center bolt?

Leaf spring center bolt?
I cut off the center bolt for the leaf spring as instructed on the forums. (the one that just spins freely) how do i get the new one in? it seems like that mounting bracket that is welded on the axel back there is oging to make it impossible to get a new bolt in?

I was installing an Add-A-Leaf kit, everything is squared away. i have a bit of a beef with with this kit though. The rear end is sagging, and was pretty bouncy and soft so i talked to a 4 wheel store, and they recommended the add a leaf kit. Its definitely stiffened it up a bit, but it still has that saggy look. i feel like i had read somewhere at some point that the shackles can cause the sag, but i'm not sure how much sense that makes to me. can the shackles really cause a sag?
