is the head light switch suppose to turn on the interior lights inside? like it turns but doesnt click or anything

On your 59,turning it completely to one side,not sure which way,turns on the dome light.No switch on the light itself,though.When the dome light function on my switch failed,I just bypassed the headlight switch and added a switch to the door jamb.
I'm not sure about 1959, however on the 1960 models the headlight switch controls the interior dome light. To activate the dome light, the switch is rotated to full instrument brightness then past the detent. The internal parts often become corroded after years of use resulting in intermittent operation. If your instrument lights flicker when adjusting the brightness, then the switch is in need of replacement. The 1957-1959 switches can be purchased through several reproduction parts vendors. The switch design was changed in 1960.
On my 59, turning the light switch **** all the way to get the brightest dash lights gets you to a detent. Past that detent the dome light comes on. Years of use and vibration take a toll on the rheostat and contacts, so you might just want to take the light switch out and give it a good look over to see if all is in order.

I realize you've figured out how to remove it by now... but I just wanted to share that I too spent an un-necessary amount of time removing mine and the trusty "Shop Manual" revealed itself useful.
