First thoughts are stuck relay, bad clockspring under steering wheel (every had airbags deployed?) or a basic shorted wire. In that order if I had to guess. Good luck!
The relay is an easy swap with another like relay to eliminate it as a cause. I would trace the horn wires as far as you can. Maybe one got pinched.
I once bought a 2002 Hyundai XG350 loaded out for 600 bucks because it wouldn't rev over 1k RPM after a wreck. Turns out the O2 wire had shorted against the radiator support causing mayhem. Took me a while to find with a meter but was an easy fix, and easy money on that car. Shorted wires can suck to find though, I do that on aircraft for a living. Hope you find it.
