A quick google of that, and I'm thinking this is not that. And since you mentioned it, I remember that my last lab had one of those on her face. It was never an issue and wasn't treated. It had fur just like the rest of her face. I don't remember it ever being red like that.

Definitely not a tick.
Most older dogs get benign fatty tumors called
lipomas . I don't give them a second thought as long as they are soft. They are extremely common.
What I see in the photo, Bill, is something smaller, and just as common. It looks like a
histiocytoma . Almost all of them are also benign.
Oh, yea, it also COULD just be a boil.
However, a trip to the vet will tell you a lot more than I can.

Looking around at google images, it does look more like a fatty tumor. There is some real ugly stuff out there if you google Lipoma.
I'm going to get him looked at just to be sure. It popped up awfully fast. I gotta take the damned cat in later this week anyway.
He doesn't seem to be aware that anything is there. Too occupied with his dick.

Both of my Labs had those Bill. One had them on her belly and her front legs. The other had them there and on the sides of her abdomen. The Vet said the same thing that Steve and Marv posted. They were benign fatty growths. They actually aggravated me more than they did the dogs.
But if in doubt, let the Vet check it out. Always better safe than sorry.
